EURAXESS Talent Circulation Hub
The primary goals established by the EURAXESS Talent Circulation Hub are:
• further advancement of services related to international mobility
• development of activities towards alumni and diaspora researchers
• exploring how EURAXESS can be more active in shaping talent circulation strategies
• strengthening the role of EURAXESS in developing policies and promoting ERA

A series of webinars called Research Careers in Europe focused on countries of Central and Northern Europe that explored a variety of national research environments in the Northern and Central European countries, research funding schemes/fellowships as well as resources for a smooth relocation process:

Inventory of initiatives to address the negative effects of brain drain
This survey was launched among the EURAXESS Members to identify the best practices related to fighting brain drain and/or favouring brain gain at the local and/or regional levels.
The survey aimed to identify:
-effective initiatives that alleviate the potential or actual negative effects faced by sending regions, including examples of measures and policies designed to combat brain drain (such as prevention, mitigation, and responses) to foster brain regain, circulation, or gain.
-successful initiatives that enhance the positive impact on receiving regions, showcasing examples of measures and policies that facilitate brain gain (including the creation and reinforcement of brain gain).

Tech Visa is a certification programme created within the national strategy StartUP Portugal, that aims to ensure that job seekers with strong tech qualifications from outside EU, can access jobs created by Portuguese incorporated companies or startups, in a simplified way. Main goals: support access to qualified staff needed for FDI processes; facilitate companies access to qualified human resources; recruit highly qualified human resources to Portugal. • NAWA funding programme called "Polish Returns“ (Poland)
The aim of the Programme is to allow outstanding Polish scientists to return to their homeland and take up employment in Polish universities and research institutes. For mor einformation see: https://nawa.gov.pl/en/scientists/polish-returns
A survey will target scientists leaving their origin countries (either across Europe or outside) and will provide insights about the pull and push factors, such as: motivations for mobility (personal reasons, career development opportunities, entrepreneurship opportunities, public and private investment and funding conditions etc.), which are largely determined at national, regional or institutional level.
The survey is currently being developed, and additional information will be provided shortly.
This task focuses on enhancing the socio-cultural and academic integration of researchers through improved networking and support systems. Building on past EURAXESS initiatives, it aims to develop formats like buddy systems and mentoring programs to facilitate researchers' integration into local communities. The team will analyze existing systems, consult experts, and collaborate with local EURAXESS centers and organizations to promote social inclusion. A pilot program will test these initiatives through five networking events across five countries, involving 250 participants, with a particular focus on refugee researchers and mental health awareness. The outcomes will include practical recommendations for fostering integration and addressing mobility challenges.
Engaging (with) EURAXESS Communities of Practice
CoPs are collaborative spaces where EURAXESS members and external professionals work together to create knowledge and develop innovative solutions related to research careers, mobility, and other relevant topics.

Talent Circulation Community of Practice (CoP) concentrates on the exchange of expertise and experience, capacity building among the EURAXESS network members and external stakeholders and for the identification of best practices related to targeting, attracting and recruitment of research talents to ERA countries.
Specifically:
• Talent circulation strategies and institutional arrangements and collaborations supporting them
• Activities addressing alumni researchers and research diaspora (e.g. cooperation with EURAXESS Worldwide)
• Funding tools to support talent circulation
• Services to support reintegration of returning researchers
• Specific legislative tools and policies to support return or attraction of talents

The CoP of Supporting mobility and procedures, including entry conditions, social security, and taxation is moderated by the partners from EURAXESS Netherlands (Nuffic) and EURAXESS Slovakia (SAIA, n.o.).
Main goal:
to address the issues related to entry conditions and social security issues.
Main topics:
Intra-EU mobility of researchers and of family members – practical aspects of implementation (based on the Directive 2016/801 or similar)
National good practice incentives/measures facilitating the researchers´ fast-track entry procedures and favourable residence permit related issues
Institutional good practices in assisting researchers/navigating them through the entry and residence permit conditions
A1 applicable to business trips – practices and solutions?
EU registration procedures associated with employment of the employee with applicable legislation in another EU Member state
EU notification principles applied to postings – how to proceed?
Remote/telework from abroad (EU/non-EU citizens) – practices and solutions?

The CoP of Social integration and dual careers is moderated by the partners from EURAXESS Denmark (UCPH) and Austria (OeAD).
The current CoP members: UCPH (Denmark), OeAD (Austria), NUFFIC (Netherlands), SSC AV CR (Czechia), ASM (Moldova)
One of the main topics of concern in this CoP is socio-cultural and academic integration of researchers.
These activities are designed to enhance networking opportunities, promoting researchers' social and cultural integration by identifying effective formats to support this process.
