State research and development sector
The state R&D sector consists of higher education institutions, research institutes of the Slovak Academy of Sciences (SAS) and state sector R&D organisations established by central state administration bodies. The SAS is a self‑governing scientific organisation of the Slovak Republic established by special Act, the activity of which is aimed at the development of science, education, culture and economy. The SAS conducts its research activity by means of research institutes established on the basis of either full or partial public funding. State sector R&D organisations funded in full or in part by the state are established by the appropriate central administrative bodies. The Higher education sector consists of 20 public higher education institutions, 3 state higher education institutions and 10 private higher education institutions. According to the Act on Higher Education Institutions, these are third‑level educational, scientific and art institutions. The non-profit sector of research and development (R&D) in Slovakia comprises civic associations, non-profit organisations and associations of legal entities that carry out research and development activities. It is one of the sectors of the Slovak research and development system defined by national legislation.
Non-profit organisations carrying out R&D may participate in publicly funded research and development activities, subject to the relevant legal and funding conditions. For certain forms of state support, organisations may be required to hold a certificate of competence to carry out research and development.
Information on organisations active in research and development is available through the SK CRIS – Information System for Science and Research, which includes the Register of Research and Development Organisations, the Register of Researchers and the Register of Projects. The Register of Organisations is compiled from data collected through applications for assessment of competence to carry out R&D, statistical surveys of R&D potential and information on organisations participating in publicly funded projects.

Support for innovation and technology transfer
Support for innovation, technology transfer and the development of innovative processes in small and medium-sized enterprises (SMEs) is provided by various organisations and support structures in Slovakia. One of them is the Business and Innovation Centre (BIC) Bratislava, a member of the Enterprise Europe Network.

Private research and development sector
The business sector is an important part of the Slovak research and development (R&D) system and comprises companies that carry out R&D activities as part of their business activities. Slovak legislation distinguishes the business sector from the state, higher education and non-profit sectors of R&D. (vedatechnika.sk)
Companies carrying out R&D can participate in publicly funded research and development activities, subject to the conditions set by the relevant legislation and individual funding programmes. Organisations seeking an official certificate of competence to carry out research and development may apply for an assessment of their R&D competence through the Slovak research and development information system. The assessment process is administered by the Ministry of Education, Research, Development and Youth of the Slovak Republic. (skcris.sk, vedatechnika.sk)
The SK CRIS – Information System for Science and Research contains a Register of R&D Organisations, information on publicly funded R&D projects and a database of researchers. The Register of Organisations is compiled from several sources, including applications for assessment of competence to carry out R&D, statistical surveys of R&D potential and organisations participating in R&D projects.
